Sažetak
The work focuses on the study of the EU enlargement policy and its approach towards Croatia during the accession negotiations. It stresses out that the use of benchmarks in Chapters 23, 13 and 31 was politically motivated and biased, which has in turn undermined the legitimacy of the whole process and put into question the results of negotiations and the EU's "transformative" power of its most effective foreign policy tool.
