Sažetak
The quality of human capital depends on the quality of the education system that involves living standard, investing in education and participation in education. The aim of education should not be only acquiring of those competencies that will lead to employment of citizens but also those that train them how to actively participate in society. The quality of education is possible to measure according to the dynamics of employment of citizens who have achieved a certain level of education. Focusing education system it creates the foundation for a better employability of the labor force, but also its willingness on lifelong learning. It is possible to achieve by the implementation of reforms in the education system that will aspire the increase of harmonization of existing needs and labor market needs. Since Croatia is a member of the European Union, its young are no longer just the citizens of their country, but also of the whole of Europe, so for it, they should be more educated and more prepared. The purpose of this paper is to analyze the labor market in the Republic of Croatia and selected European Union Member States (Republic of Austria and Czech Republic). The total analysis consists of analysis of the labor force, analysis of unemployment and analysis of employment according to level of education. Results are obtained using the program support R 3.0.2 for Windows operating system. Considering the lack of a sufficient number data for analysis of time series, on data is made descriptive statistics and non-parametric statistical tests (adapted for small samples) that test the existence of differences in the distribution. Data are shown by measures of the middle and spread (minimum, maximum, median and interquartile range and mean and standard deviation). Wilcoxon test for paired data was used to test the difference between two groups of data considering that the comparison made on an annual basis, and to test the difference between three groups of data, the Friedman test. All tests were conducted at a significance level of α = 0.05. Statistical analysis of data showed differences across countries in terms of labor force, employment and unemployment. Overall analysis showed that Croatia is significantly different in almost all categories compared to other observed countries. Therefore there is a need for improved labor market conditions.
