Sažetak
This paper focuses on the right to collective self-determination which is used as one of the core concepts in immigration debates. This right, connected to notions of membership control, is often cited as one of the main grounds for the right to exclude immigrants. This paper argues that, if the collective right to self- determination can be conceptualized primarily as claim for self-government of the political community, then more open immigration is not necessarily in tension with it. External dimension of self-determination entails collective being able to choose policies and control its development without external coercion, while internal component presupposes existence of political arrangement that allows some form of popular sovereignty or political participation of members of political collective, such is democracy. If it can be shown that immigration is not incompatible with preservation of regimes of popular sovereignty, and if immigrants can be seen not as an external threat but as becoming a part of political collective with mechanisms to accommodate them, then, I argue, it is not clear that discretion over immigration is essential aspect of the right to self- determination.
