Sažetak
The main goal of the paper is to explain the key elements of the three cycles of adult education policy Croatia has gone through between 1990 and 2018. The first cycle encompassed changes in the 1990s. The second began in 2000 and was marked by the process of Europeanisation as part of Croatia’s path towards accession to the European Union. The third began with accession into the EU in 2013 and the passing of the Strategy of Education, Science and Technology in 2014. In each cycle adult education policy instruments, actors and goals are analysed. Similar policy goals, instruments and actors have been maintained during the last two cycles as part of the Europeanisation of Croatia’s adult education policy, while the first cycle was marked by the political, ideological and institutional severing of ties from the socialist education system. The final results of these processes are not satisfactory as adult education remains marginalised and has low participation rates.
