Sažetak
Children’s participation became widely recognised in professional and general public in last decade. Many international and national laws, strategic documents and policies were created to describe, prescribe and promote children’s participation. General impression is that, regardless relatively well normative organization, participation of children is still area of many misconceptions and not fully implemented in everyday life of children. Studies on child participation showed also that participation of children from vulnerable groups is not specifically distinguished in the sense of participation, and that importance of their participation is not sufficiently recognized neither in policies and laws, nor in the researches. Vulnerable groups of children do not have equal access to services, equal chances to participate, so many spheres of social, educational, political and cultural life still remain hard to reach. This presentation will be based upon study on participation of children from vulnerable groups in Croatia, conducted by UNICEF Office for Croatia. The purpose of the study is to gain extensive knowledge on participation of children from vulnerable groups in Croatia (Roma children, children without adequate parental care, children with disabilities, children in a health care system, children in justice system, refugee and migrant children, children affected with poverty and children from isolated areas), including information on existing attitudes, opportunities, barriers and enabling factors for children’s participation. Within this presentation focus will be put on professional’s perspective on participation of children from vulnerable groups, based on semi-structured interviews with relevant stakeholders in public sector and online survey with professional working directly with children in public institutions and civil sector. Convenient sample of 65 professionals working in various fields of education, health, juvenile justice, social welfare and police, participated in research. Results show that professionals perceive vulnerability of children as complex and multidimensional concept. Vulnerability implies need for more care, support and protection from adults which can paradoxically contribute to decrease of participation. Vulnerability can become certain stigma that can diminish self-determination, self- representation and participation. Realization of participatory rights for vulnerable groups of children is currently more on formal- declarative level, while in everyday practice only a few positive practices are identified.
