Looking at the connection between clientelism and policy implementation as well as reform in Croatia, paper analyses effect party patronage can have on the policy implementation process . Building on an in-depth case study design chapter highlights how a patronage-driven strategy of the incumbent impacts the organizational structures of public service delivery and reform.
