Sažetak
Paper presents mainly a theoretical debate about the potentials and limitations of transaction cost theory (hereinafter: TCT) to serve as a theoretical foundation and explanatory framework for the research in the field of local governance. The shift from government to governance, especially through the inclusion of private and non-profit sector actors in the provision of local public services, opened the gate for the application of theories whose origin and arguments were based on private sector practices. TCT gave a decisive impetus for the production of a robust body of empirical research in local governance. Theoretical assumptions and arguments of TCT have been mostly used to explain the outsourcing of local public services and the various forms of inter-municipal cooperation and regional governance. After the introductory chapter, in which local governance is conceptually analyzed, paper proceeds as follows: second chapter reviews theoretical arguments and insights of transaction cost theory – transaction costs, governance arrangements and the expectations regarding their interplay. Third chapter is the part of the paper in which theoretical models based on TCT and their application in local governance research are critically analyzed, systematized and explained from theoretical and methodological point of view. Fourth chapter is essential for the paper – it evaluates the appropriateness of transaction cost theoretical framework for local governance research and it critically examines and summarizes the findings, as well as their contributions and limitations. Concluding chapter summarizes the paper and suggests possible theoretical advancements and methodological improvements for TCT in order to achieve better explanations of the trends and developments in contemporary local governance.
