Sažetak
Energy sector in most countries experiences huge changes known as energy transition. This energy transition is the consequence of decarbonization and rapid growth of renewable energy sources in energy mix. Historically, most incremental energy demand has been met through fossil fuels, but new developments in energy transition towards low- carbon and ultimately zero-carbon economy will dramatically change energy sector and whole economy. However, decarbonization happens at varying speeds in different countries, depending on national energy circumstances, energy policy and the level of commitment to the environmental and climate goals. This paper reviews the macroeconomic implications of a transition to low- carbon energy in a small and newest EU Member State that is strongly dependent on energy import. The research gives a short overview of energy sector in Croatia, especially electricity sector because it will face the biggest changes and is expected to contribute the most to the new energy revolution. Since the important part of this transition considers new energy policy, the paper explores new Croatian energy strategy that is based on strong decarbonization scenario and possible macroeconomic effects of strong increase of renewable energy sources in electricity mix. Since this low-carbon transition requires deep structural changes and reforms in energy sector that are always complex, a special attention is given to energy reforms and institutional framework.
