Sažetak
Decision-making on construction of complex projects is highly demanding process involving comprehensive and integrated consideration of the related issues. The accelerated economic development in the twentieth century has affected the environment and resulted in a more complex valuation of economic activities. This particularly applies to the decision-making on investment projects and development of major infrastructure (e.g. power generation, transportation) where once "objectively" biased engineer has been replaced with the subjectively biased green movement. The environmental management policy of a community is directly dependent on available resources and the level national development. For an investment to be justified and environmentally acceptable, the methods are being looked for a project environmental impact assessment that should result in sustainable development. The possibility of applying the economic analyses based on neoclassic economic thought to human exploitation of the environment is highlighted. In the decision-making process, properly used economic mechanisms are still a dominant tool. Comprehensive and thorough insight into the environmental and social impact gained through the environmental economics and economic values has the advantage over nonobjective and unmeasurable multi-criteria methods. The assessment and ranking appoach to recommended and comparable concepts has the following advantages: increased objectivity-transparency, measurability, respect of time component (project LCA), and accounting for uncertainty and risks (particularly in the future).
