Sažetak
Roles and responsibilities of project managers are defined in numerous manuals, known standards and guidelines (such as ISO 21500, PMBOK, ICB, Prince2), and well covered through the existing worldwide practice. Obligation of infrastructure and building projects investors to appoint project manager is present for approximately three years in Croatian legislative. Nevertheless, there are significant practical misunderstandings about the role and responsibilities of project manager. The specialty of managing projects is often undervalued, vague and not structured enough. In order to show the reality of project management service in national context nowadays, this research was conducted. Financial and technical analysis of procurement and contracting requirements for managing 14 infrastructure and other significant projects was made. The purpose of the analysis was to find out project management planned budgets, contracted budgets and contracted month budget per key expert, as well as number and roles of key and non-key experts in project teams. Results show worrisome trends of underestimation in planning and procuring budgets of project management services at one side, and lack of human resources and capacities for managing large existing project portfolios in Croatia, in particular connected to the public investment through the EU financed projects, at the other side. This indicates the need of further analysis about this worrisome phenomenon, and urge activities among project management professionals in Croatia in order to improve and build-up an overall awareness of project management role and significance.
