Sažetak
Due to their pronounced management function, the planning and organizing process they conduct, as well as the coordination and control of communications both within the company and externally, communications today are examined within the overall organizational structure of the company, in which it acts as an extended arm of management. However, the position of public relations in different companies is not equally defined, which implies that, in practice, there is a discrepancy between the definition of the strategic and operational level that they carry out. The authors, based on examples of telecommunications companies in Croatia, assessed the validity of the thesis that, among telecommunications companies in Croatia, in most cases the function of public relations is set at a high strategic level, is directly connected with company management with which it is placed at the same level of the organizational structure, and with which it directly elaborates strategies and determines or changes the direction of the communication activities of the company. Led by this thesis, the authors of this paper, among several theoretical approaches and models of public relations, analyse the line- staff model of public relations, according to which public relations in telecommunication companies play a pivotal function, i.e., have the task of supporting and advising line functions. In doing so, the authors provide specific examples from the telecommunications sector, which show that public relations in this sector are highly ranked in the hierarchical structure, where they perform managerial functions in coordination with the management board, i.e., CEOs, thus satisfying their strategic function.
