Sažetak
Problems for the realization of loans for small hotels usually arise with the city authorities that do not help with obtaining building and location permits, discounts on payment for municipal services, building of parking lots, access roads and similar, as additional incentives for investors. Such obstacles usually result with complaints from other factors in tourism like tourist agencies, which insert the offer of small hotels in their catalogues and then threaten with lawsuits. Therefore, good initiatives cannot be concluded as planned because of a lack of coordination of all factors in the system. The fact that the initiatives are good is confirmed by the subsidised interest, which made it possible to realise additional facilities in the hotels (wellness, pools, etc.). Not a single new rural tourist facility opened in the last three years in Istria, which indicates problems in the implementation of credit lines in practice. The creation of new credit lines is connected to bureaucratic obstacles in the form of information needed from people for whom tourism is only a secondary activity (the first being agriculture), so that they are much more appropriate for entrepreneurs. On the other hand, a practical problem can be found in the term “agritourism”, which is legally not recognised, as well as in the standardisation of agritourism facilities that are categorised according to the rules for apartment facilities. Such buildings cannot obtain more than a three-star category. It is absolutely necessary to have proposals of standardisation for such facilities in order to make them recognizable in the future.
