Sažetak
In this paper the recent developments on the Croatian electricity market are analysed. In the last couple of months several key changes have been introduced by the amendments to the Electricity Market Law (EM Law) and the Energy Law. In Nov 2015 new Electricity Market Rules were adopted introducing key changes regarding the organization of the market. Each legal or natural person who wishes to become an active market participant must enrol into a balance group (BG). The transmission system operator (TSO), distribution system operator (DSO) and power exchange (PEx) have a special status but also must become balance scheme members. The national Croatian day-ahead PEx CROPEX was formally launched on Feb 10th, 2016. In Dec 2015 Croatian energy regulatory authority (HERA) designated CROPEX as a nominated electricity market operator (NEMO) for performing the single day-ahead and intraday market coupling, for an initial period of four years. On Feb 22nd, 2016 HERA adopted a resolution on issuing certificate to the Croatian TSO (HOPS) as an independent transmission operator (ITO) subject to a deferred implementation of certain requirements. Public consultation on new Electricity Balancing Rules ended on Sep 18th, 2015. These new rules, accompanied by changes introduced by amendments to EML, shall bring significant changes mostly related to the procurement of balancing energy and reserves but also novelties regarding imbalance settlement and financial clearing of balance responsible parties (BRP). On the retail market recent key policy changes introduced by the EM Law primarily relate to the obligation of unbundling of supply and network business within HEP DSO (acting as the universal service supplier for households and supplier of last resort in general) by the end of 2016. Another major change is related to the abandoning of regulated prices for households. In Jan 2016 the new Law on Renewable Energy Sources and High-Efficiency Cogeneration (RES Law) came into force. The implementing regulations (bylaws) are currently under development. The first draft of the RES Regulation was publicly available for consultation in Jan 2016 (not yet passed). By the end of Jun 2016 the ECO Balance Group Management Rules should be adopted (public consultation ended on March 11th, 2016). The key policy changes introduced by the RES Law are a new model of incentives (instead of feed- in system, a market premium model is to be implemented) are RES exposure to imbalance settlement on equal basis as other market participants.
