Sažetak
Changes of territorial organization of cities and municipalities in Croatia through history were frequent, often politically driven. As administrative-territorial organization can be understood as instrument for territory development this study explores how the existing administrative organization influenced the development of cities and municipalities in the region Northern Croatia in the period from 1991 to 2011 with emphasis on three census years (1991, 2001, 2011). This issue is examined by multivariate analysis methods. Region Northern Croatia consists of 4 counties (Koprivnica-Križevci County, Krapina-Zagorje County, Međimurje County and Varaždin County) and 110 cities and municipalities. Factor and cluster analysis were used as methods for determining the development status of 110 municipalities in Northern Croatia. The analysis included 20 indicators (variables) which are divided into 6 main groups: 1. Population number, density, population structure by age and by education, 2. Population dynamics, 3. Active population and commuting, 4. Socio-economic indicators (employment by sector), 5. Household infrastructure and 6. Tourism. Factor and cluster analysis were performed on the same set of variables and with the same methods for all three years which allows their comparison. Factor analysis in each target period identified five factors that are representing main dimensions of development. Based on relevant factors, cluster analysis was used to classify units of local government (cities and municipalities) into several groups according to their characteristics. Finally, three typologies of municipalities were formed (for 1991, 2001 and 2011). Typologies have shown that from the 1990s to 2011 there was a bigger differentiation in development of municipalities especially due to economic diversification. After twenty years of existence, quantitative analysis approach present the status and effects of the existing model of local government. Presented method can serve as a basis for further qualitative analysis as well as for formulating recommendations and measures for future development.
