Sažetak
No common European practice or binding standards exist considering the right to vote of the citizens living abroad, however three models can be distinguished. Citizens permanently residing outside Croatia are given the right to vote in parliamentary and presidential elections, and can participate in national referenda. The extent to which the votes of citizens living abroad can affect the election results always stirs controversy and therefore should be taken into account cautiously. Several solutions are considered.
