Croatian-Hungarian Compromise set a stable infrastructure that allowed modernisation in Croatia in autonomous framework but on the other side enabled indirect controll of the autonomous legislation by the Central Government. Political constelation in government(s) turned to be esentially important for autonomous legislation granted by the Compromise.
