Sažetak
The process of transition during 1990s and 2000s had a great impact on transformation of the spatial structure of post-socialist Zagreb. New socioeconomic conditions of development created new paradigm of spatial planning within the new institutional and legal framework. Furthermore, a new legislative defined and changed the structure and hierarchy of planning documents, which are managing Zagreb’s urban development. Results are visible in the transformation of all three components of the spatial structure (functional, morphological and social). This paper will analyse the transitional characteristics of the development of Zagreb by analysing the development of spatial planning and the changed power relations. Furthermore, it will present key urban transformations that have occurred over the last 20 years. More specifically, in the context of strategic thinking and public interest, in the transitional period the Zagreb area was threatened more than ever, mainly by negative interventions in housing construction, commercial and business zones, and the conversion of industrial and military areas. The spatial framework of the research is the City of Zagreb, which is a territorial and administrative unit with the status of local and regional government.
