Sažetak
Explaining how the concept of civil society, during the eighteenth century, started to emerge closely connected to the problem of the scope of government, this paper points to some possibilities of a thus constructed concept for governing populations and individuals. These changes are crucial for understanding the contemporary political rationality and the accompanying governmental practices that have spread to different parts of the “social reality”, leaving the market aside as an autonomous sphere. The structure of relations in which civil society can legitimately be “managed” and governed by state and non-state authorities has also determined the way human rights, as legal entitlements of persons, have been formulated and are interpreted and implemented today. Namely, human rights rationalize the need for constant intervention by the state and other authorities in the civil society sphere. Additionally, when interpreted as techniques that people use to govern themselves within the given framework of liberal governmentality, as technologies of the self, another effect becomes visible – the responsibility of the state and other authorities for securing these standards becomes dispersed and “shared” with the citizens who by becoming knowledgeable of them are conceived as responsible for the enactment and the protection of their human rights. Namely, by being a part of the contemporary liberal political rationality, human rights produce other effects apart from protecting citizens from the excessive power of the state or securing a certain standard of living for them. These effects have to be analyzed and critiqued if we still want to use them when challenging the way we are governed.
