Sažetak
Regionalism is an extremely important element of the social structure. It is not only that the relations between the capital city and its region tend to be frequent and complementary, but between regions and the central state as well. Creating the regions, however, is not the question of the free will, but of the serious scientific research. The new system of regions in Croatia is created by the one party will. Since Croatian Democratic Union began loosing votes in cities, it wanted to decrease the political power of urban areas in order to compensate the lost political control by transfering it to regions. Compared to the old regional system, the new one increased the number of regions and therefore the costs of administration on all levels. It also destumulated the oportunity of creating international regional integrations with neigbouring countries. That was the reason of intensifying tensions among regions, as well as between regions and their central cities. And that was the reason of the necessity of transforming the regional system in Croatia.
