Sažetak
The author emphasises that region is dependent as well as independent variable of the central city. Regionalism is very important part of the national system, since not only the relationships between the central city and the region are highly frequent and complement, but also between region and central government. Creating regions, therefore, is not the question of free will, but the necessity of scientific research. The nodal-functional definition proclaims the region as an opened system with flexible borders, and enables us to distinct different levels (macro, sub and micro level). Although established in pluralistic system, the new system of regions in Croatia was created by one party will. Since it has been loosing voters in urban areas, the ruling party wanted to decrease the power of cities in order to compensate the lost political control by transmitting it to regions. Compared to the old one, the new system therefore doubled the number of regions on all levels, increased bureaucracy and the costs, as well as discouraged cross-national regional integration with regions of neighbouring countries. Tensions among regions as well as the regions and their central cities are also increasing. Therefore, transformation of regional system in Croatia is necessary.
