Sažetak
Croatian islands stand out as specific spatial- economic, demographic, social and cultural rural areas, whose elements and features of rurality, due to multiple and complex natural, economic, political, social, transport, communication and other factors, are significantly different from the land ones. Also, the islands stand out as a rare remaining littoral zone preserved from negative impacts of recent economic activities. In the contemporary conditions of globalization and unification, this may become a possibility of island development. Contemporary conception of local development within LEADER approach involves overall development with the participation of the local community. It means that institutions and local population are mobilized in order to create, strengthen and stabilized activities, using resources of the area, in the way to achieve a stable economic and social development. An important part of LEADER implementation is connection between local stakeholders from three sectors (economic, public and civil) in the Local Action Groups (LAGs) in order to prepare and implement the local development strategy. This paper presents the specifics and characteristics of the elements of rurality on the example of the LAG "Škoji" area and the possibility of their (re)evaluation. The islands potential is defined as the optimal number and/or structure of the population, or concept of qualitative development models within the elements of rurality, which are perceived through different indicators. According to defined potential of the islands by using method of comparing the present ant potential opportunities, the aim of the paper is to point out the possibility of local development based on own elements of rurality. The main research method is the interview/survey with the main local stakeholders.
