Sažetak
The modern society requires a rational, professional, stable and socially accountable public administration that serves its citizens. Analysis of the status and functioning of the Croatian Public administration shows that there are still many shortcomings and problems that must be solved. This paper outlines the way and the level of success of managing the common good, with special attention given to the management of the coastal zone. The author analyse the Croatian procedures of the institute of concession especially this on coastal zone. The institute of concession has a developmental and a protective role for the local community, the region and the country as a whole. Therefore, the system should be transparent and simple as possible. In general, concessions serve as a vehicle of development of the economy and allow control and supervision over the use of the coastal zone.
