Sažetak
The main idea is to broaden views, to show what an ARNet could do to themselves, what roles it might have and raise awareness that anything decided and chosen is just a part of a big picture embraced or rejected. The problems and obstacles on the road toward realization of he big picture are pointed out emphasizing lower importance of raising money and procurements. Any help in this process is precious, but the best one is from organization which already experienced the same type of problems.
