Sažetak
The Europeanization of the minority agenda resulted in a number of improvements in the Croatian minority policy, and proved particularly beneficial for the minority political elites who were in a position to decide formation of two consecutive governments in 2003 and 2007. This paper will offer a two level analysis of the Croatian minority rights policy. Firstly, the paper will demonstrate that the pressure of Europeanization served well in developing a minority rights policy that is well in advance compared to many long- term European democracies. Secondly, the paper will argue that the system in place has been predominantly beneficial to a narrow segment of minority elites who were recognized possibility provided in normative-institutional settings that assure minority representation in politics. As a result, they were able to maximize the state controlled funds entitled to minorities and position a single political option within the minority ethnic group as the dominant and in power.
