Sažetak
The city is a complex physical entity that is embedded into a larger framework of political, demographic, economic and ecological changes. Its functions comprise different social, functional, morphological and ecological components which are in ongoing transition. Every city might have an individual character, but at the same time urban places exhibit some common features which vary in degree of incidence or importance. All the cities contain areas of residential space and recreational areas, transportation systems and additional technical and social infrastructure, economic functions and commercial areas, public buildings and service functions. However, cities also have to deal with empty and underutilized areas dispersed throughout the city. We claim that these underutilized spaces result from changing framework conditions such as the fall of the Iron Curtain or the ongoing economic crises. These spaces might represent challenged areas. Nevertheless, they also serve as spaces of opportunity representing valuable resources like space, centrality and open uses. These resources might attract a large number of different actors ranging from the public sector represented by municipalities and government agencies to the private sectors including developers, landowners, residents and community representatives. The proposed paper approaches underutilized spaces in city centres in a systematic manner. By the comparison of selected districts in Vienna and Zagreb, it compares origin and consequences of development and redevelopment of underutilized sites in. The conclusion may draw attention to the extent of similarities and dissimilarities in two seemingly different cities. Vienna and Zagreb serve as examples of two Central European cities which have experienced significant economic and political changes over the past 25 years. These changes have had a significant impact on the change of the functional structure in the city and on the development and redevelopment of underutilized sites.
