Sažetak
The Government of the Republic of Croatia initiated the e-Citizens project which aims to provide access to the public information as well as information on public services in one place via Internet, secure access to personal data and a platform for electronic communication between citizens and public sector. The project is a part of implementation of the European Commission initiative Digital Agenda for Europe which as one of the seven flagship initiatives in the Europe 2020 Strategy promotes comprehensive application of digital technologies. The e-Citizens project defines three components of the common infrastructure of the public sector: 1. Gov.hr - Central portal (public access) ; 2. NIAS - National Identification and Authentication System (personal approach) ; 3. OKP - Personal User Box (personal approach). Modern societies and its’ citizens who use new communication technologies are forcing state apparatus to undertake these steps. Croatia is far behind in the information communication technologies (ICT) sector comparing to other EU member states. At the present state of affairs, same type of content and information is being located in different places and presented divergently from one another so that user cannot easily find complete information. The e-Citizens project strives to achieve uniformity with characteristics of systematization, simplicity and speed. In real life situation this means enabling citizens to have access to state administration at home, so that they don’t have to go to many administrative centers several times and wait in lines to obtain a birth certificate, new passport, certificate of residence and similar personal documents and receipts. Proposed system would cut state expenses for 2, 8 million Kuna per year. This project is also a major step forward in the modernization of public administration. Direct benefits of this system are absolute acceleration of all administrative procedures and processes in terms of document management for the state and users which leads to increased satisfaction of system users. Combined, this means much needed efficient public administration for citizens.
