Sažetak
Privatization in the Croatian Health Care system has been accompanied by the nonexistence of integral legislation, GDP decrease, inadequate health insurance financing and nonexistence of patients right protection system. The pharmaceutical sector is faced with undefined legislation, uncontrolled opening of new pharmacies, non rational prescribing, lack of expert supervision, as well as with profit-oriented pharmacy services. The Pharmaceutical Chamber has instigated activities aimed at improving the quality of pharmaceutical care through identification of all priority of quality improvement (legislation, education, standards, indicators, supervision, designing fundamental work and quality standards). Chamber's activities that were showed in 2001 had the following priority targets to define all standards of the practice, processes and goals, and to identify quality and efficiency indicators. The standards regulate the working conditions, health care users' rights, pharmacists' rights and responsibilities, as well as critical care quality issues. Indicator requirements are that they should be easily supervised and quantified, relevant and comprehensive. Quality improvement of the Health Care system may be achieved by pharmacists' consensus at the national level, continuing education, setting of real priorities and goals, application of standards and quality indicators, quality data evaluation, accreditation and certification of pharmacies.
