Sažetak
The main contribution of this paper is to analyze the current situation and identify the necessary capacity to be constructed in order to increase the absorptive capacity of Karlovac County for receiving EU funds. The work is a synthesis of critical analysis of the determinants of the absorption capacity of the Karlovac County for receiving EU funds which shows the major problems and bottlenecks in the absorption at the county level, and possible solutions to increase the absorption capacity. It takes into account the specific development problems that can be solved through funds of the European Union. In addition, the work represents a further elaboration of the problems of the concept of absorption capacity, which has been so far mostly treated at the state level. This paper presents an incentive for future research of the absorptive capacity at the county level which is important because counties have so far proved to be the key drivers of the process of using EU funds.
