Sažetak
Horvat’s (2005) article with a provoking title “Why does nobody care about absorption?” marked a beginning of an extensive production of publications on absorption capacity (AC) of the European Union (EU) financial assistance. Most of them are of a rather descriptive nature and concentrated on the assessment of the absorption capacity problems of the EU Structural Funds in Member States (MSs). In spite of a number of articles published on absorption capacity of the EU funds, a relatively small number of articles have dealt with issues of absorption of EU pre-accession assistance in the Western Balkan Countries (WBCs). Therefore, this paper will contribute to the existing literature with a special emphasis on the Instrument for Pre- Accession Assistance (IPA). This paper seeks to analyze the absorption capacity constraints (ACCs) and expand the understanding on the absorption capacity of the EU financial assistance. It will identify different elements of the absorption capacity from the supply and demand side. The supply side of absorption capacity will be analyzed more in details, in addition to the set-up for the management of the EU financial assistance and staffing issues.
