Sažetak
This paper deals with the topic of civic engagement as one of the most important fact for civil society development. In transitional counties without tradition of civic engagement civil society development as a concept and as a practice was “imported” from the west. During the last 25 years there were more factor influencing civic engagement and in that way civil society development. Low level of citizens’ engagement in transitional countries was seen as a concept of virtual civil society or civil society without citizens. Low membership of civil society organisations raise issue of their legitimacy as stakeholders in contemporary societies faced with developmental challenges. Civic engagement in Croatia has been research on longitudinal basis using CIVICUS Civil Society Index-CSI as one of key dimension of civil society diamond and other empirical research. Research analyse extent of socially- based engagement, depth of socially-based engagement, diversity of socially-based engagement and extent of political engagement, depth of political engagement, diversity of political engagement. Low levels of civic participation and volunteering, recently threaten with economic crisis, present a serious constraint for strengthening civic culture and civil society development in Croatia.
