Sažetak
As a consequence of numerous modernization processes, rural areas started to change at a much faster pace. Agriculture is no longer the dominant economic activity in rural areas. Nonetheless, rural areas are no longer just places of production - nowadays they are also places of consumption (for both urban and rural population). Changes in the traditional functions of rural areas caused the shift in the perception of social, economic, cultural, ecological and spiritual values. Although rural areas are not and cannot be regarded only as agricultural regions where farmers live, a rural area is unthinkable without agriculture as the dominant economic activity and farmers performing that activity. The rural space is limited and when destroyed, unlike raw materials or products, cannot be transferred from another location. The question is how to make an appropriate plan for rural areas and for rural development in Croatia since rural areas show negative social and economic indicators? The paper examines whether the adoption of strategic documents at the national level is sufficient for sustainable rural development and what the key factors in the process are: knowledge of traditions, developmental trends and evaluation and analyses in order to achieve planned goals. During the last decade, numerous documents concerning future planning of different economic activities have been created. Unfortunately, these documents have been made without the existence of an integral development strategy in which rural development is the only segment.
