Sažetak
The aim of transport project task within governmental project Croatia in 21st Century was to define the objectives of sustainable transport development with the premise of horizontal implementation of subsidiary goals. The guidelines needed to be set for the planning and development of traffic infrastructure at the level of the whole system, on the principle of intermodality i.e. complementary sharing of all the transport modes, and to the greatest extent of usage all the available capacities. Furthermore, this project needed to define the frame guidelines so as to improve the efficiency of the existing and the future transport sector. Transport Strategy is conceptually structured in four main fields: transport policy, infrastructure, management and institutional-legal framework. As in other branch, the main problems in air traffic can be recognized in regulatory sector (CAA) as well as in inefficiency of service providers, which are dominantly state-owned. Therefore, apart from accepting compatible national regulations adopting international standards, and efficient structure of the regulatory system (regulative and operational functions have to be strictly separated) at the government and lower levels, restructuring, commercialisation and privatisation of operators and service providers in air traffic is recommended as strategic priority of the transport sector development.
