Sažetak
Figures available from the 2001 Census show that 19.5% of Croatian residents aged 15 and over did not complete elementary education and that 3% of them never attended school. Aiming to improve such situation and following the 2003-2012 United Nations Literacy Decade, the Government of Croatia launched the project “For a Literate Croatia: The Way to a Desirable Future”. The intention of the project was to enable the people aged 15 and older to complete elementary education, to increase their literacy level and to open the possibility of vocational training for the unemployed and thus contribute to reducing the unemployment rate. Particular attention in the project was given to the Roma community members. Furthermore, the Croatian Employment Service developed and implemented a series of measures to improve Roma education, in line with the National Programme for Roma, which was set up by the Government in 2003 in line with the National Action Plan for the Decade of Roma Inclusion 2005-2015. Nonetheless, despite these possibilities, Roma are still underrepresented in these programmes. Roma children enrol compulsory education later, they attend classes irregularly and very few complete elementary school as many drop out of school at the age of 15 after grade fifth or sixth. Estimates show that elementary education system looses 70% of Roma children upon reaching the eighth grade. The literacy programme and elementary education activities for adults and the so-called first professional qualification are focused on, among others, the Roma population aged 15 – 50 and these activities are conducted through six educational periods, each lasting for eighteen weeks. The first and second educational period cover lower elementary school and literacy programme and enable the completion of the first four grades. The third to sixth educational periods imply the completion of four grades of higher elementary school in combination with vocational training programmes. This paper analyses the results of the national project „For a Literate Croatia: The Way to a Desirable Future: A decade of literacy in Croatia 2003-2012“, by focusing on the outcomes of the Istra County. The project aimed at enhancing the literacy and, in particular, the primary education of the adult Roma members of both sexes, as well as to give them the opportunity to receive professional training and first professional qualification. The project was set up in compliance with the rights guaranteed by Croatian Constitution as an initiative to eliminate discrimination and segregation of the Roma people. According to the National Bureau of Statistics’ 2001 Census, 600 Roma members live in the Istria County. They represent 6.34% of the total Roma population in Croatia. Since no information on the number of illiterate Roma in the Istria County are available, the data referred to in the paper derive from the internal registries kept by the Roma Association representatives in the Roma settlements. The results of the project are far from satisfactory. Data indicate that the motivation for education of the Roma adult members did not appear to grow during the implementation of the project and that during some educational periods the number of attendants even dropped, as well as that Roma women were less involved in such education programmes.
