Sažetak
This paper aims to assess the role of national and regional agencies in attracting foreign direct investment (FDI) in the Southeast European (SEE) countries (Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro and Serbia). The research is conducted using survey data and cluster analysis. The results indicate small, inadequate, and unexploited potential of investment promotion agencies (IPAs). They have participated in a small number of FDI projects and most of the FDIs came into the region without their participation. They do not have a qualitative approach to FDI (it is in line with the FDI policies in those countries). Most of the regional agencies (except in Croatia and Kosovo) do not even envisage cooperation with foreign investors. The agencies are grouped into four clusters that differ among themselves regarding: information provided to investors, their attitudes about: advantages and disadvantages from FDI, reasons and obstacles for FDI, reasons for unfavorable FDI impacts. Worrying is the fact that, according to the respondents, corruption still has a very high score as barriers to FDI and that FDI come into the SEE region because of government (fiscal) subsidies.
