Sažetak
In this paper we first present a review of economic literature on institutional organization of transmission system operators (TSO) with respect to three standard types of settings allowed by the “Third energy package” of the EU energy law. We then discuss issues on economic efficiency of each of them, taking additionally into account that they require different levels of regulator’s engagement, so that the question of regulator’s quality and accountability has to be taken into account when assessing which of the institutional forms would be optimal for meeting the overall EU energy policy goals. Then we discuss economic challenges in front of TSOs that arise from a rapid decarbonization of electricity generation, which is one of the priorities of the EU’s energy policy.
