Sažetak
This paper reviews the process of reform, restructuring and reorganization of the electricity sector and the opening of the electricity market in the Republic of Croatia in accordance with the requirements and standards relating to the internal electricity market in the EU emphasising the development of the legal, organizational and regulatory framework for the transmission and distribution system operators. At the same time, this paper is an attempt to further examine and clarify some questions and doubts about the organization, position, rights, obligations, supervision and regulation of power system operators in the time and circumstances when the Electricity Market Act enters into force and when it will be necessary to prepare, amend, improve and enact a number of regulations.
