Sažetak
The purpose of the present essay is to draw attention to the need to confront the problem of setting development strategy objectives given the present state of the Croatian economy. It is shown that recent Croatian development policy has neglected the post war and recessionary characteristics of the Croatian economy and obstinately followed objectives which would suit development trends with significantly higher degree of employment of the economic potential of the country than actuallly achieved. The gap between the real and the perceived states is obvious in all sectors of the economic system and policy. It complicates the approach and content of the research and presentation: the topics discussed are the state of the economy in the light of monetary and credit policy, institutional insufficiency as a constraint on the speed of recovery, the conflict between a stable nominal exchange rate and the antirecessionary policy ; the necessity of a gradualist privaitzation policy ; limits on the use of monetary sovereignty in the recovery policy ; the problem of illiquiidity in the light of the policy of a stable nominal exchange rate. At the end, a conclusion is presented in the theoretical conceptual framework of the two basic strategic orientations which are dominant in the world, the neoliberal and Keynesian ones. In its economic policy practice the Croatian government strictly applied the neo-liberal doctrine, but a more critical anallysis of our present economic trends would suggest greater use of the Keynesian approach, with instruments more suitable to the recessionary state of the Croatian economy, at least for the recoovery phase.
