Sažetak
With the first administrative reform in 1993 after the independence, the units of local governemnt (counties, cities and communities) were given right to adopt and use coats of arms and flags. In the past 20 years the vast majoriy of them did so and most obtained the approval from the central authorities, as required by the law. Besides the coat of arms and the flag, many units also adopted a ceremonial flag, which is not regulated by the law and not requiering an approval. Such ceremonial flags are a new development in he local identity symbols. Some are simply the same as the offical flags, but made of richer materials and manufacture, while most are entierly different. Typical design, but by no means exclusive, is a vertical banner in form of a gonfalong hoisted from a crossbar, made of a single coloured silk, edged with golden ribbons and fringe. The name of the units in inscribed above the coat of arms and usually floral ornament sin the bottom or in the tails. These precious flags are made usually as a single example and are used in special occasions. The colour of the gonfalon is usually the same as the official flag. Often the aditional ornaments provide further symbolic affiliated with the units that was not included in the coat of arms itself.
