Sažetak
On the initiative of the responsible ministry, the Croatian Water Pollution Control Society during 2010 analyzed and gave opinion on the compatibility of new Croatian water legislation with EU Directives. Compliance assessment should determine if the Directives’ provisions are properly transferred into the Water Act and related regulations, what should be changed and what consequences in practical implementation could be expected. In a relatively short time, the CWPCS team prepared a document (about 200 pages) that was presented and accepted by the revision group of the Ministry of Regional Development, Forestry and Water Management and Hrvatske vode. Expected public discussions were not realized. Document conclusions indicate that the compatibility of new Croatian legislation and EU Directives from the formal point of view is correctly completed, but some faults should be corrected. That means some changes and additions in actual water acts, as well as preparing some new regulations and guidelines. In any case, in the examined legislation, practical aspects of implementation of national water management are not defined enough or properly elaborated. In the course of legal transposition, existing experience, positive and negative practice in water pollution control, should be more involved. Especially, the financial aspects are not clear. In the actual recession-hit economic situation, expected investments seem quite unrealistic. But even in the case of improved legislation and adequate financial resources, existing problems will cause a lot of troubles in practical implementation - inefficient administration, bureaucratic obstacles, poorly educated experts, lack of trained staff, absence of own manufacture (pipes, pumps, equipment), etc. Proclamation of almost whole Croatian territory as a sensitive area is an additional burden. Necessary demand of tertiary treatment and other sophisticated measures needs further organisational restructuring and providing of adequate improvement in technical and personnel capacities
