I would recommend having a policy for fully funding exchange between academia and industry sector for entering into the research career, similar to Unity through Knowledge Fund. The recommendation is to expand the eligibility criteria in Unity through Knowledge Fund on graduates: “Distinguished early stage Croatian researcher (under 35) who wants early start to leading their own project may apply and graduates from RDIs under 35 who want to start a research career with excellent grades”. It is highly important, because these funds are not used enough (10 % of scientists, no applicants in 2011). There are no sufficient interested applicants and the practice from a private sector will add value in the development of doctoral thesis. The criteria, such as “Outstanding young researchers and professionals may apply if they have finished doctorate within the last 5 years (at the earliest in 2003) or if they can prove they will achieve doctorate degree within one year” should be removed, because they are not in line with excellence.
