Sažetak
Directed towards the aim of building prosperity for Europe, emphasise the need to integrate positive foresight in the policy planning and the need for massive approach toward innovation and toward information society development. In that process, monitoring and measuring is crucial for moving towards desired future(s). Europe and its regions should promote cooperation among countries for the creation of a common European identity and mutual trust for regional cohesion building. SEE Region is diverse ; therefore countries need to reintegrate through cooperation building and through creation of the cohesion macro region. Countries should also connect through various networks, and shape EU future through building knowledge-intensive economy and by using foresight in policy planning. To improving governance in the Region, relevant indicators need to be developed, for the production of comparable data for monitoring and measurement of the Region’s performance. Therefore we need to create comparable data and relevant indicators to be able to measure progress towards satisfying our citizens’ needs and leading the cities towards sustainability. In paper we are dealing with the issue of lacking of universal indicators of local development for SEE cities. Today, a new methodology for urban governance and performance indicators for cities in SEE countries, to improve quality and efficiency in local service delivery is need to develop. Indicators (economic, governance, social and environmental) are seen as a tool that would help policy-makers in formulating urban policy that would lead the cities towards sustainability and provide assistance for monitoring their development and municipal performance.
