Sažetak
This paper is related to training in the context of cadastre and land registration, but the basic message is common to all development projects in which capital investment and capacity building are taking place. That basic message is this: if you don’t get the training component right i.e. the correct training, planned to address identified needs, delivered in the right way, at the right time, and in a way which progressively skills the workforce for the existing and future needs of the organisation(s) – then a large percentage of the millions of euro/dollars being spent on your project is at best not being used to its maximum, and at worst is being wasted.
