Sažetak
The paper explores the use of a wide range of pre-accession financial instruments that are available to Croatia and Poland and compares the obtained data of the utilization of these resources. The examination analyzes the data of financial assistance that was available to Croatia from 1990 until 2006 through the pre-accession instruments CARDS, PHARE, ISPA, SAPARD and the new pre-accession instrument IPA, which is available to Croatia from 2007 until entering the EU. The ability to absorb pre-accession aid is one of the indicators how the structural funds that will be awarded to Croatia when it joins the EU will be used. The analysis of utilization of Poland’s pre-accession funds has been chosen because of the great achievement that Poland has made in attracting the funds of the EU. The results show that such success in Poland was mainly achieved by effective performance of institutions that are responsible for attracting funds. Croatia is on good way to do such success in utilization of pre-accession funds, but a recommendation is to implement a successful Polish model. Performance and utilization of allocated funds in Croatia is very high, but it is still not on the level of readiness which will allow the total usage of the resources.
