Sažetak
Googling the term “primary school” we get a list of 854 different elementary schools in Croatia, and we gain insight into diversity and complexity of our educational system. Various projects, students and teachers' activities, results of competitions are only a part of the use of ICT in primary education, 15% of the teachers “Lone Ranger“ has made one step further in application of ICT and they have been working intensively, with no support of the system, to develop e-learning content and to implement online learning in their schools. Analyzing the present achievements so far in introducing e-learning in basic education, we can try to predict its further development. There are possible models for the development of e-learning in primary schools to provide three different but not mutually exclusive ways: “Lone Ranger” model (unchanged if we compare it to the present situation), centralized model and decentralized model with private partnerships. For the implementation of these models it is important to create an effective strategic plan, clearly defined vision, goals and strategies for further development of e-learning in basic education and to emphasize the importance of the good examples and models of already present e-learning practice.
