Sažetak
Development of the hierarchic and spatial dimension of the urban system in Croatia has been significantly influenced by the municipal system - the stable form of political-territorial organisation which had scarcely changed during some thirty years (1962-1993). The municipal system was dominated by municipalities as the basic political-territorial units with prominent political and economic autonomy. The municipal authorities had very important role in decision making system on the municipality level so municipal centers had been favoured in all aspects of the development they had become the spontaneous polarization centers.
The impact of the political-territorial organistion will be observed through the spatial distribution of economic activities and population. In comparison with the other settlements, the municipal centers (about 110 settlements out of more than 6000) showed the highest urbanisation level. Even the smalest municipal centers (with less than 1000 inhabitants) distinguished themselves as the centers of polarized development. The municipal organization and decision making system coused the concetration of industry and services in the municipal centers: 73,5 percent of industrial firms, 67,2 percent of firms in tertiary sector. Also, during the 1981-1991 period the municipality centers experienced the population increase of 13,7 percent while the other settlements decresed for 3,8 percent. The polarization of work function in the municipal centers is very expressive because 82,4 percent of all Croatian employees worked there. Since 1993 a new political-territorial organization is based on bigger and stronger regional units (called županije, 21 units)whicg consist of the smaller local units (also called municipalities, 538 units). Such organization gives emphasis on the county (e.g. regional) centers while the role of the municipal centers diminished. It will reflect on the development of the urban system and the regional development of Croatia because the counties and county centers, contary to the previous organization, have become the basic units of planned development.
