Sažetak
Carnival, the manifestation which takes part in the County Primorsko-goranska in January, February, and sometimes even in March, represents the unique tourism offer of the destination which develops mostly summer leisure tourism. This autochthonous manifestation, with custom of wearing masks dating far back into history, is nevertheless insufficiently involved in the tourism offer of the destination. Carnival should be much more involved in the winter tourism offer and developed in accordance with the contemporary demand conditions. In order to be involved systematically into the tourism offer of the destination and to strengthen its recognition and competitiveness, development of carnival as the tourism product must be managed strategically. By use of SWOT analysis, all its strengths and weaknesses, as well as the opportunities and threats can be applied in the development of carnival. The existing domestic demand for carnival practices (its traditional basis among local inhabitants) should be enforced and intensified, as well as strategically planed with its action directed towards the foreign demand, i.e. towards marketing activities on foreign markets. By identifying and removing the defects, as poor carnival involvement in tourist packages, lack of supporting facilities and services, and insufficient information materials, the creation of the recognizable cultural tourism product will be ensured. This paper indentifies the participants active within the destination and their impact on carnival, particularly from the aspect of carnival taking part in the winter tourism offer of the County Primorsko-goranska. Although carnival as a tourism product must be developed on sustainable principle, its historical and traditional value should not be violated.
