Sažetak
The article deals with problems in defining minorities and their protection as well as with the development of the protection of minorities. The author describes the origins of the protection of minorities among European States in the 17th and 18th centuries, analyzes the adoption of instruments which contain provisions on the protection of religious and ethnic minorities in the 19th century as well as the ones in Peace Treaties after the World War. The author presents further development of the protection of minorities through instruments adopted in the United Nations and in European international organizations.
