Sažetak
As early as 1985, Jacques Delors, the European Commission’s President, commenting the issues on European identity, proclaimed: ≫You don’t fall in love with a common market ; you need something else≪. Since then, the role of European cultural projects (new festivals and awards or celebration of heritage sites) has been to make Europeans ≫fall in love with Europe ≪, to create Europeanness as a new category of subjectivity. In this paper, through the analysis of various recent cultural projects in Istria (supported by the European Union) we explore questions of diversity, identity and belonging. Inspired by the work of Ernesto Laclau (2007) and Sara Ahmed (2004) we focus on the ways European cultural projects work through emotions to generate effects – to create a passionate attachment to the supranation. These processes of creating a passionate attachment to the supranation is examined by analysis of different EU official documents, by analysis of different EU web- sites, EU cultural projects and by conducting in-depth interviews with people engaged in developing various cultural projects on local level (Istria). In our analysis we are relying on discourse theory, therefore we tend not to generalize, but to pay attention to detail, to the ways European policies are articulated in different cases. The results of the research show that the European narrative about ≫common heritage≪ rooted in the past is formed in order to obtain certainty, to create the narrative that offers a perception of wholeness and continuity. On the other side, this duality creates a possibility for ≫new heritage≪ or ≫heritage-in-making≪ which emerges through the very intersection of this past with the present and the intersection of different national and regional cultures. Since the culture was recognized as the main driving force for fostering the sense of European identity, research results show that European cultural policy has become an important governable space for the EU in order to create a new, European, category of belonging.
