Sažetak
Problems in electricity sector restructuring policy making and implementation around the SEE region are discussed. As opposed to a generally accepted view that the governments throughout the region tend to subsidize electricity companies to keep the retail electricity prices low, I submit here that they do not do this. Instead, they influence managements of the utilities to keep prices as low as possible for as long as possible, allowing them just to cover operating costs in the long run. Therefore, these utilities are not able to carry any reasonable investment plans, pushing the countries deeper into the state of generation inadequacy. I identify such pricing policies as a source of failure of the reform in any respect, that is, I analyse transmission mechanisms by which every individual problem in development of normal market conditions can be traced directly to the pricing policies applied. On the other hand, I argue that the governments oftenly do not have better policy options to choose.
