Sažetak
Croatia is a transition country and is still undergoing processes of change and decentralisation is one of them. Within that process, Croatian local governments gained ownership over many different immovable assets. Some of the key challenges in local governments’ asset management are incomplete inventories, big value in relation to local governments’ annual budgets and/or only a vague idea of that value, ownership status etc. One part of mentioned challenges has its origin in the environment, as the asset management processes are highly influenced by various external factors. Aim of the paper is to give an overview of relevant environment factors influencing the local governments’ asset management and to demonstrate complexity of the issue. Data used for this overview are based upon secondary sources and the author’s experience in the research field. External environment factors significant for local governments’ asset management are recognised to be from macro and micro environment level. In the model of local governments’ asset management environment 5 macro environment forces and 7 micro environment actors were identified. The discussion on their impact on local governments’ asset management verifies that the local governments’ asset management environment indeed is complex. It also indicated that by further analysis of particular factor or actor local governments should learn more about their environment and how to use emerging opportunities and avoid threats in order to improve their asset management. Inspecting deeper one of the actors, the paper opened a question whether citizens could be viewed as consumers and local governments as suppliers.
